Increases over time. Drink water to reduce.
0.0 - 0.6: Normal
0.7 - 0.8: Focus penalty
0.9 - 1.0: Mental steps down
Rest
Increases with activity. Sleep to reset.
0.0 - 0.7: Normal
0.8 - 0.9: Mental steps down
0.9 - 1.0: All dice step down

Recovery rate depends on location: your claimed home > rented room > faction barracks > rough sleeping.
